Emergency Vehicle Operations


The Northern Virginia Criminal Justice Training Academy's Emergency Vehicle Operations Center (EVOC) is currently located at 10611 Dumfries Road, in Manassas, Virginia. This facility, located on the grounds of the Old Dominion Speedway, is comprised of a skidpan and a 1/8-mile drag strip and includes a variety of urban-like roads for defensive driving and cone courses.

The EVOC staff provides both classroom and practical instruction in Emergency Vehicle Operations training for all Basic Training students from 17 participating agencies.  Each basic recruit participates in 40 hours of intensive vehicle operation training. A minimum passing score of 70% is required.  Topics include vehicle inspection, behind the wheel techniques, vehicle dynamics, braking systems and techniques, straight line braking, shuffle steering, precision cone courses, skid recovery techniques, accident avoidance techniques, serpentine, off road recovery, emergency vehicle and pursuit response, defensive driving, and civil liability.

In addition, other courses currently offered by NVCJTA through In-Service training are:


In-Service Vehicle Operations Refresher course 16 hours
Operations and Specialized Vehicles (Van/Wagons) 8 hours
Basic Motorcycle Operations 40 hours
Motorcycle Instructor School 40 hours
In-Service Motor Refresher School 24 hours



The Academy, in a joint venture with Prince William County, is currently completing construction plans for a new, state-of-the-art EVOC facility (as seen in the concept diagram below), that will include a 1.2-mile track with a skills pad, an urban area for defensive driving, a skidpan, and a wet track with a watering system.  Also included on site will be classrooms, administrative office space, driving simulator rooms, and a garage.  This project is scheduled to be completed in late 2009.  Click the following link to view a short computer generated video of the new EVOC building.
